Why the 63 and Washington Park Shuttle annoy the hell out of me

They essentially run on the same route! There were so many instances last summer that i would see those buses following each other down the hill and there would be 1 person in the first bus, 0 in the following. Absurd much?
TriMet does not need both of these lines! It would be very simple to combine them into one single route.
That would be another way also to give a little more service back to another bus line(51?).
I can't begin to describe how irritated I got when I found out 51's service was going to be cut down to weekday rush hour while those two Washington park buses ran nearly empty all day!
